In a mixing bowl, combine flour, salt, and turmeric. Add cold butter and mix until crumbly. Gradually add cold water and mix until dough forms. Wrap in plastic wrap and refrigerate for 30 minutes.
In a skillet, cook ground beef over medium heat until browned. Add onion, garlic, thyme, paprika, allspice, salt, and pepper. Cook until onions are soft. Stir in breadcrumbs and beef broth. Cook until mixture thickens. Remove from heat and let cool.
Roll out dough on a floured surface. Cut into circles. Place a spoonful of filling in the center of each circle. Fold dough over and seal edges with a fork.
Place patties on a baking sheet. Bake for 25 minutes or until golden brown.
